Summary

Taking into account everything that has not been done over the last 25 years, the author makes some proposals to more successfully channel participation from Basque institutions - Government, Parliament and towns councils - on European issues, plus increase knowledge on Europe in the education and communication network and reinforce the European dimension in civil society.
