Summary

In 1841 there was no alliance between cotton growers, wheat growers and blacksmiths in the Basque Country in order to obtain a levy. The reasons were that there was no debate on levies in parliament, and that the main cotton growing and metallurgical concerns were not situated in the Basque Country and that the new duties did not affect the Basque Country
