Summary

The "owner neighbours" possessed their own lands and houses and therefore had a vote in the Council. The "tenants" were working lands which were largely property of the "neighbours" and they lacked their rights as they did not own houses. The growing demographic pressure makes the "neighbours" decideto take steps to avoid the arrival of immigrants, which, in turn, provokes confrontations
