In spite of the fact that the image of "sustainable development" has been divulged as the panacea of progress, reality shows that transformation has not gone beyond qualified rhetoric. 30 years of environmental conflict in the Basque Autonomous Community and in the Statutory Community of Navarre are a clear demonstration thereof.
