Summary

In 1508, Corregidor Vela Núñez de Avila ordered the Council of Plencia to adapt the municipal ordinances of Portugalete to its own town. Thus, a similar set of norms appeared to that of Portugalete, but with sufficient contrasts to be able to compare both municipalities. The principles that govern both sets of norms (self-regulation and moral economy) and their fields of application are the same: public order, economic regulation of infrastructures, council and religious regulation.
