Summary

The "Bilçar d´Ustaritz" was an assembly that took place in Ustaritz and was formed by the mayors of Labourd (Lapurdi). They gathered to try matters of interest for the whole of Labourd. When one of them could not go he delegated on a deputy. A representative was named, called the "Syndic général du pays du Labourd (General Syndic of the Country of Lapurdi) who had to summon the assemblies. The assembly was presided by the "Bailli de Labourd", who was a representative of the king. This was a popular assembly in which there were no members from the nobility nor from the clergy
