Summary

This research work deals with the reason why the electoral district of Vitoria was one more case of gerrymandering -the creation of an electoral area of capricious nature favouring certain interests- during the Restoration, in spite of there being numerous petitions and protests in favour of change (1891, 1892, 1909, 1914, 1915, 1920 and 1923). The reason for this phenomenon was that the politicians of the "Diputación", whigs and "urquijistas", under the directives of those members of the House of Representatives of Amurrio and Alava who were members of Urquijo family, defended that the three distritcs (Amurrio, Laguardia and Vitoria) should continue electing the same number of "Diputación" politicians -four- and mantain the same area in order a to favour political control of the "Diputación" of Urquijo
