Summary

Coinciding with the setting up of the Autonomous Governments of Navarre and the Basque Country, juridical, administrative and political criteria are imposed which elude the existence of a common language, culture and customs. In this article the cultural and economic advantages that would be brought about by the formalisation of conventions in matters of common interest.
