Summary

R. de Grandsaignes makes a portrait of Martin Garat, a man from Bayonne who, by employing more orless honest procedures, managed to become Director General of the Bank of France. Balzac, in one of his novels,collected the argot expression "Garat papers" ("fafiots garattés") to designate the bills that bore his signature.
