The author analyzes the economic models and theories that have been elaborated and their efficiency in previous years. He also analyzes the situation in the eighties, in which the world discovers that unemployment is no longer just an economic problem but also becomes a social problem. The author also considers that macroeconomic policies have not had any noticeable effect on unemployment, and that a renewed economic policy is needed, since it is not the industrial sector, but the services sector (especially that related to information handling), which will create new employment, and an employment allotment strategy is needed through the reduction of the working timetable, part-time employment, shared jobs, etc.
