Summary
The lag in the Basque linguistic progress is due to the difficulty in receiving information about the basque language and the insufficient linguistic preparation of the Basques that wish to devote their efforts to such studies. Provincial Governments are required to provide subsidies and professorships. An experimental phonetics laboratory is also needed, a dictionary is yet to be finished and the Linguistic Atlas of the Basque Country is to be published
