Summary

The article analyses the attempt of a Canadian province to become involved in the forming of a social policy for the volunteer sector of civil society. A combination of historical tendencies and errors in the design of concrete policies undermined the project; in spite of having failed, it offers useful lessons to the governments that wish to delegate power to its citizens.
