In these times, Biscay had to import a great quantity of goods, foods and manufactures together with colonial products from foreign countries, and for this reason it possessed commercial franchises. The most prejudicial measure for Basque economy was that by which goods from the so-called Exempted Provinces were to be considered foreign goods in Castille and America. In spite of all that, Bilbao passed through a period of prosperity during the second half of the XVIII century
