Summary

Fishermen need intellectual tools to carry out their job effectively. This knowledge will help them exploit sea resources rationally and will favour the social reproduction of the fishing community. The present policies for exploiting sea resources is a complete failure: scientists make suggestions and politicians accept them, without paying attention to the knowledge of fishermen. Would the decision-making centres hear the advices of fishermen, more data about the available resources would be gathered and planning projects defined jointly.
