Summary

Eusko Ikaskuntza?s Law Section publishes a new issue of its Section Notebooks that from now on will be named Azpilcueta Law notebooks. With this new name, the Section wishes to commemorate the illustrious figure of the cannonist and theologian from Navarre, Martín de Azpilcueta. The notebook collects the motions corresponding to two sessions organised by the Section in 1995 and 1996. In the first of such sessions, held in Bilbao under the title "Criminological Solutions from Europe for juvenile delinquency", projects such as those by J.L. De La Cuesta, W. Schöne, J. Castaignede and A. Beristain were presented. These authors reflected on the reform that the treatment of juvenile delinquency is experiencing in Spain. They also analysed the Preliminary design of Draft Law of Juvenile Justice dated 30th October 1996, the new lines of the French Law, which tends to afford a greater protection of the victim, criminological solutions offered by the Penal Law in force in Germany. They also commented on reports published by the United Nations and the Council of Europe on juvenile delinquents. In November 1996, the First Session on the institutionalised relations of the Statutory Community of Navarre and the Basque Autonomous Community were held in the Public University of Navarre. F. De Carreras, J. Balza Aerie, J.I. Del Burgo and the attending public discussed the co-operation between the autonomous communities as a rule and the co-operation agreement between the Basque Autonomous Communities and the Statutory Community of Navarre in particular. The discussion was always from a legal and institutional point of view, and it will remain a topic of great interest for Society that will continue being a source of interest for our Section.
