Summary

The competitiveness of the Autonomous Basque Community does not correspond to the low level of its technological indicators. To understand the existing relation between competitiveness and innovation, it is convenient to observe the changes taking place in the policies and in the literature concerning industrial, technological and regional development, which at the same time refers us to the origin of policies and literature on regional systems of innovation and clusters. The aim of this article is to describe the characteristics of the Autonomous Basque Community concerning these two aspects and explain the three main challenges it will have to confront in the future.
