Summary

In the introduction an analysis is carried out of the relationships between Knowledge and the Development in their multiple aspects. In it, we try to analyse the results of Basque technological policy by means of the R+D indicators (Expenses in R+D, R+D Corporate Expenses, Human Resources in R+D...). All of this is done in order to finally analyse what the future challenges are at the political level, and in terms of technological convergence with Europe. The advanced management of the Basque Innovation System, the role of universities as well as that of the development of biosciences in the Basque Country, are also studied.
