It is necessary to measure the challenge represented by the ambition of Basque society tobecome a "society of knowledge". This is a complex matter! Proposals for concrete measures to be undertaken by those in government, social actors and others with varying degrees of responsibility are preceded by a work on the characterisation on what is at stake. That is, the epistemological, symbolic, social and material dangers and opportunities that condition the selection and that determine which is the way to follow.
