Summary
Expropriation in favour of the lessees of hamlets with previous compensation to the owners is proposed. As a slower measure it is suggested to convert leases into long term leases with fixed maximum rent. The establishment of agrarian schools should be encouraged. With respect to urban zones, populations have to buy soil to build buildings for cheap rental, and cheap terraced houses with orchards should be built
