Summary

In spite of the fact that the demand for institutionalisation has been constant in Iparralde from the moment in which the traditional Basque institutions are abolished, it is only in the decade of the nineteen-nineties that this becomes a central demand within the political system in this territory. In this work we will analyse the structure of political opportunity that has made the emergence of asocial pro-department movement possible. We shall also analyse the consolidation of a political group (Abertzaleen Batasuna) that it has managed to put an end to the historical contradiction between the strength of the abertzalism in the cultural, social and economic fields on one hand, and their extreme political and electoral weakness on the other.
