Summary

The Settlement is a fundamental institution for Basque and Alava institutional development. The judicialisation of the Settlement should be avoided, placing the new settlement within the European Union. Also, the solidary and neutral nature of the quota should be emphasised, as it is fundamental to deepen institutional relations between the various administrations.
