The Pragmatic of 1499 legislated on the dress and materials for garments, and its purpose was to control and put a limit to luxury. However, some provinces, Gipuzkoa and Bizkaia among them, were excluded from this Pragmatic and it was therefore allowed to use brocades and silks.
