Carlos Alberto Erro -of Navarran origin was, in the nineteen forties, Under-Secretary in the Argentine Ministry of Agriculture to which the General Department of Immigration was subordinated. In this capacity, he was the author of the text on the decrees in favour of Basque immigration -addresses a motion to the Congress on the Esteba Echeverría´s Basque spirit. Esteba Echeverría was an Argentine poet, thinker and sociologist of the 19th century.
