Summary

Territorial separation has been a characteristic of the institutional evolution of Vasconia .asis reflected in the lack of a common denomination., though there have been periods of convergence that have ultimately failed. The burden from the past was present in the Transition to democracy, as from 1977. This was expressed in various manners: in the various conceptions on the country, in the Basque position reference to the Constitution of the State, in the political method used to obtain and develop self-government, etc. The basic and unresolved problem is the way in which Vasconia is in Spain: either as another element in the State, or as a singular country, recognised as the subject ofits own power and that has bilateral relations.
