Summary

The possibility of getting a house to live was of the main social problems during franquism. In the 60´s and 70´s, the high migratory movement towards Biscay worsened the situation, and a solution could not be found due to many other facts, such as the huge demographic increase, economic interests involved, peculiar arragements of industrial and housing areas, and the lacts of a proper social policy. Inmigrant workers werw the ones who suffered that deficient planning more severely.
