Summary
In every elementary school of a superior degree the most elemental notions in commerce should be taught. Schools should be established in villages to improve the commercial level of students every two or three years. Secondary schools will be established in which there will be a general branch and another branch specialized in complementary courses. There will also be the possibility of attending practical classes in industries
