Summary

In the Basque Country, over the last 25 years, there have been high levels of protest and social mobilisation, far above the average of the surrounding societies. In this sense it has usually been said that Basque society is a society in movement, with a noteworthy degree of association and social organisation for the defence of varied interests and alternative values to the political-economic system. This phenomenon of popular organisation, that has taken place in all of the societies in the western world, has had an even more spectacular development in the Basque Country. Here, it has generated a plural and dynamic civil society, in constant confrontation with political institutions and economic power, from a local to a global level.
