Summary

This article aims to ascertain whether, beyond the weight of history and legal restrictions, there is a linguistic policy in the Northern Basque Country to promote and encourage the use of Basque. According to my personal hypothesis, in the 1990s we glimpsed the dawn of a linguistic policy designed through consensus. The policy first emerged in 1994 with the Euskal Herria 2010 forecast, continued in 1997 with the Linguistic Organisation Outline, and in the year 2000 took the form of the Special Agreement relating to the Basque language. Meanwhile, several structures have been developed not only to mobilise resources for defining and implementing linguistic policy, but also to conduct diagnoses, launch proposals and evaluate the results of the activities agreed upon.
