Summary

It is not enough to have musicians playing and audiences listening in order "to make music". It is also necessary to have a social demand and an appropriate institutional response. An inventory of musical practices in Iparralde shows a unequal deployment of structures and repertoires. Cultural policies include "Basque music" in the folklore category, reproaching a lack of expertise to the associative movement as a whole in endowing itself with structures that allow people to acquire and exercise such music, and its lack of a quality CNR. Innovation is therefore to be centred in the associative movement.
