Summary

We have come to the conclusion, from an analysis of the evolution of urban planning as a rule, but above all from its evolution in the Basque Country that the various urban planning models adopted in different stages have not been able to cover the important need for housing. In order to solve this problem, we consider it is indispensable to adopt a model of urban planning in which there is both an expansive policy and control by the Administration. This is quite a challenge for the new Basque Law on the matter, which will have to specifically regulate the various types of land and land prices. It will have to do so taking into account experiences in other communities, without ignoring the characteristics of the various territories our Autonomous Community is made out of. It will also have to be based on an analysis of the problems that have dragged on until present times and on Law 6/98 of 13thApril, on the Regulation of Land and Land Value Assessment.
