Summary

It is during the Modern Age that the Basque provinces acquire their political and administrative personality, that demonstrated through certain narrowly interrelated local and territorial institutions, that were built under a common standard, which was convenient for the community and the king. Their structure, functions, provincial singularities and a character that can be qualified as representative of that era, are the features that define them.
