Summary

This paper briefly examines the evolution of expenditure on R+D+i in the Southern Basque Country, in Navarre and in Northern Basque Country. Attention is drawn to the differences that exist with respect to innovation strategies in the various regions. It also shows how neither the Competitiveness Scheme nor the approved Science and Technology Plan are being implemented with sufficient consistency in the Basque Autonomous Community, given the dispersed nature of its institutions and the absence of an overall approach that can have an overriding influence on all the business subgroups, particularly those from the industrial sector.
