Summary

The author begins by examining the causes of Basque emigration to Uruguay during the second thirdof the 19thcentury, and then reports on the participation of the Basques in the Great War that destroyed the country between 1830 and 1840. After bearing testimony of the ease with which the Basques adapt to new countries, he manifests his deep conviction, which he considers detached from all sentimental impulses andwhich is the product of an objective examination of fact, with respect to the primacy of the Basques as anelement of civilisation and progress.
