The Basque Autonomous Community´ subsidy policy for Development Cooperation places this above any other European region and converts it into a pioneer and a compulsory frame of reference for regions that engage or want to engage in cooperation. The review of cooperation policies is to take two aspects into account: the economic aspect and the social aspect. As refers to the economic aspect, it is necessary to take the problems of developing countries, such as the external debt, into consideration, while in the social aspect, training and education are to be attended, respect for human rights demanded and democracy supported
