Summary

Two initial postulates: Public administrations can not act on the production of wealth. They can act on the infrastructures of development. What are the infrastructures of development? There are four categories of infrastructure: connection conditions, promotion of activities, training and financing of companies. There are three challenges: to go from juxtaposition to co-ordination; to go from project to product; to go from public time to private time.
