Summary

Humboldt was surprised by the political system of pacts existing in the Basque Country. In a Europe dominated by the Absolutism, only in England and the Basque Country this organisin system survived, according to which the agreements established between the community and the King constitute one of the most important basis of the regime and affect to all the system hierarchy
