The first part is on the evaluation of scientific activity and the assignment of resources by the Basque Government. It is a discussion on the Society of Knowledge, an ambiguous concept that can lead to inefficiencies from an economic point of view. The difficulty of applying indicators of social and organisational innovation is noted. Finally, there is a discussion on the participation of social agents in decisions on scientific and technological policy. The moderator ends by indicating that science is, by nature, elitist.
