Summary

This text provides a transcription of an annotation by Accursio to a law of ; the Digest (1.18.3.), in which it is specified that the governor of the province is a simple private individual when he leaves the province, and cannot then exercise his "imperium". Accursio recalls in his annotation that the Basques apply this thesis to the King of England and do not consider themselves subjected to him. Accursio disagrees, and alleges that the king can always delegate his jurisdiction, even though it will have to be exercised pursuant to the mores of the land.
