Summary

The local public services constitute an indispensable instrument of social, economic and, above all, territorial integration. Effective materialisation of the so-called Basque Eurocity an authentic urban reality will necessarily require the unitary articulation of public services within the whole of the urban perimeter. The feasibility of the unitary articulation of local public services in the transborder area is facing, however, considerable problems because of the legal discontinuity of the territories that integrate it. And this, in spite of their common EC membership.
