Summary

With globalisation and the joining of States, States become consolidated. Successive "manu militari" conquests submitted the Navarran State to hibernation. The shortened elements of sovereignty are not transfers of the dominant State and they do not fit in the Committee of Regions because the Statutory Community of Navarre and the Basque Autonomous Community were a European State. In practice, this reduces the jurisdictional level. The only alternative is the recovery of sovereignty through re-integration as a State paying quotas only to Brussels.
