Summary

The dynamics of land planning that are implemented in Iparralde in the nineteen-nineties make it possible to distinguish a local space of intervention between actors that joins up with the role played by the nationalists, and with the crisis of the strategies of development. All of this explains the implementation of organisms that strive to make the Basque difference explicit, in the context of the lack of institutional recognition.
