Summary
This study is materially circumscribed to the protection of the environment, as an almost unknown branch in the classic Law, if you bear in mind that such protection is basically sustained in a de facto support. Such support, which is analysed here, is the administrative organisation, without which the intended environmental protection becomes impossible, as it would otherwise lack the indispensable, technical and economic legal instruments. These are currently important problems in Administrative Law. Legislative success or failure on this matter depend, to a large extent, on its adequate application and operation.
