Summary

On the excuse of the economic crisis, various governments have cut public spending. The cuts have affected the sphere of health. Frequently, the legislation allowing the cuts has been used as an excuse whereby the constitutional right to health protection has the nature of a guiding principle in Social and Economic Policy. As it is not a Basic Right, it is understood that is it easier to limit it. In the paper, the right to health protection is interpreted as more than a programme principle.
