Summary

The 1995 penal code introduces several novelties. One of the most important is the protection of the hitherto crimes which, like torture (article 174), were contained in other sections of the penal code, but also the creation of new crimes, such as degrading treatment (article 173) and attempts against moral integrity committed by public officials (article 175). The idea is to stop impunity of such cruel behaviours as those included in such crimes.
