Summary

Biography and work of Velasco, who was mayor of Vitoria-Gasteiz and who wrote a book on his life. Through this book it is possible to acquaint oneself with the political situation of the moment, with the creation of the Free University, the development of the city, etc. One of his works was "The Euskaros" in which he makes a monograph on the Basques, their language, literature, mores, etc. from prehistory until 1876. He also makes a study on the situation of the Basque language in the three Basque provinces
