Summary

There are similarities between the UK and Spain, both are politically asymmetrical - but also differences - the Spanish reforms have benefitted principally the Autonomous Communities making it also fiscally asymmetrical. There is a variety of local revenues in Spain but only the council tax in the UK. The UK might learn from the Spanish experience.
