Technology Policy is the main practical aspect in CTS studies. Generally, states are an important part in the assesment and developing technologies. But traditional values have collapsed, because of serious problems in the implementation, control and distribution of technological develpment. So that, the actual situation requires new paradigms in order to rearrange state fuctions in this issue.
