Summary

The topic of European constitutionalism has, for the first time in the European Union´s history, been placed centrally on the political agenda since Joschka Fischer´s speech on the subject of a European constitution last year. Now an active debate is taking place on the need (or otherwise) for a European constitution, to precede the next Intergovernmental Conference on EU treaty reform in 2004. This contribution will examine some aspects of the debate,including the question of the "division of authority and powers" within a growing EU, and whether a European constitution is desirable without a stronger European democracy and citizenship.
