Abstract: The presentation begins with historical background and examines the powers transferred to the Scottish Parliament and Government under the 1998 Act. It follows with the analysis of the range of powers transferred under the 2012 law and finally addresses the issues that dominated the debate prior to the referendum held in 2014. It concludes with the post-referendum negotiations and reflection on the possibility of a second referendum on the independence of Scotland.
