Summary

Twenty years of socio-environmental conflict are sufficient to guaran-tee our interest to delve into the study of hypothetical democratic deficits and shortcomings of this infrastructural project. In 1994 the Madrid-Gasteiz-Dax line entered the European priority list and works should have started in 1996. The lack of Franco-Spanish agreements and agreements between the Madrid government and Basque autonomous government, which was the the project´s main supporter, have delayed the project for over a decade.
